Overview:
Jhpiego seeks an Institutional Development and HRH Advisor to support an upcoming 5-year Maternal, Newborn, and Child Health project in Northern Nigeria. The advisor will provide strategic direction and oversight for the strengthening of structures, policies, and mechanisms required for effective management of HRH systems. This will include: leadership and governance development; evidence-based human resource planning, development and management including recruitment, deployment and retention; and health worker training, supervision, and coaching.
Responsibilities:

Design and implement long- and short-term retention schemes that are relevant to the Nigerian health delivery system, including strategies specifically focused on training and retention of health workers in rural areas and in the area of their expertise.
Work closely with the FMOH, LGAs, other government entities, the private sector and professional associations to strengthen the health system.
With RMNH technical staff, contribute to training plans, design supportive supervision and coaching support.
Build on and expand existing for a for HRH planning.
Strengthen the staff training needs assessment system, enhancing staff management and leadership development.
Maintain good working relationships with partners and consortium members.
Required Qualifications:
Nigerian with advanced degree in public health; clinical degree preferred
At least ten years of progressively responsible experience in each of the following areas:
Designing and implementing HRH quality improvement programs.
Providing technical leadership to training institutions, regional, zonal, and district health offices on HRH quality improvement activities.
Guiding and providing technical assistance to Project/host country government staff working on HRH.
Interacting with other donors, implementing partners, and host country government in HRH quality improvement issues.
Excellent communication, supervisory and interpersonal skills. Demonstrated leadership.
Ability to build synergies across technical disciplines, leverage private sector resources, and nurture innovative alliances.
Fluency in written and spoken English required.
Technical expertise and prior experience in HRH program implementation
Skilled in working in collaboration with host country governments and partner organizations, managing the administrative and financial aspects of a complex program, leading teams, communicating and networking, completing deliverables on time, and achieving results.

RMNH Specialist

Overview:
Jhpiego seeks a Reproductive, Maternal and Newborn Health (RMNH) Specialist for an upcoming 5-year project focused on improving RMNH outcomes in 6 Northern Nigerian states. The RMNH Advisor will provide technical and program support in the areas of maternal and newborn health, basic and/or comprehensive emergency obstetric and newborn care with an emphasis on prevention, identification and treatment of pre-eclampsia/eclampsia and postpartum hemorrhage, health systems strengthening and quality improvement and family planning. The RMNH Advisor will also manage/coordinate the integration of these technical areas with other project components such as child health and immunization.
Responsibilities:
Provide technical leadership to increase the access to and use of quality Maternal and Newborn health services and Family planning
Revise/draft training materials, job aids on MNH and FP
Provide training and on-site coaching/ supervision of facility- and community-level health cadres to improve quality of services
Develop and maintain excellent relations with government, partners, and local counterparts.
Support the development of work plans, reporting and monitoring and evaluation plans
Work collaboratively with field staff to ensure that resources for effective and timely program implementation are available
Participate in and lead, monitoring and evaluation of activities for countries and regions assigned as needed
Mentor field staff to assume responsibilities for developing and managing the program at the field level
Required Qualifications:
Senior Nigerian Ob/Gyn or experienced Midwife with 10+ years of working experience
Clinical degree required, advanced degree in public health preferred
Ten years of mid- to senior-level demonstrated experience implementing and managing international, field-based reproductive, maternal, and newborn health programs
Demonstrated experience designing and implementing capacity-building programs for improving service delivery
Ability to coach, mentor and develop technical capacity in national programs and technical staff in the areas maternal, newborn and child health, and performance and quality improvement
5+ years of experience in the area of site strengthening including quality improvement and enhancing district/state management processes.
Ability to build relationship with government personnel; local counterparts; and donor agencies.
Willingness to travel and work in Northern Nigeria
Fluency in English; Hausa preferred
Excellent presentation skills and verbal and written communications skills
Excellent skills in facilitation, team building and coordination
Aware of and sensitive to working in multiple socio-economic settings and with multi-cultural groups in a developing country environment
Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
